I agree with you that children are probably the main audience of this title, if the OVAs are any indication. The character design, scenes and even the story all are pretty tasteless and primitive. Just what an average 13-year old would get off to. It tries to look extreme to lure in some young rebels, but is actually tame from an artistic standpoint. The pseudo-futanari elements are its only redeeming quality, but even they come off as unimaginative due to poor integration and weak logical justification. This should become pretty clear if hold against classics such as Takayama's Urotsukidouji OVA and Kakuta's Insect Hunter manga, which are both brilliant and have aged very well despite being surpassed in boldness by later creators, who spent too much energy on trying to push the limit of graphicness rather than the one of the reader's intellectual comprehension.
at the risk of making it painfully obvious I know about this series, how is it 'pseudo-futanari'? Lady+man part =futanari, yea? caus It had pleeenty of that ^^.

Your dictionary is correct, technically. It's come to be associated with dick girls in general. Completely ignoring the fact that hermaphrodites can look completely female with the only male parts being internal. Sort of like how north american fans started completely mis-using terms like otaku and hentai. >.> Or how tsundere's meaning has changed a whole lot in the last few years.
The way I kinda see it, whether this is right or wrong, is that futanari relates to the characters in hentai, whereas hermaphrodite covers more a broader, outside of porn, definition.
